Resources and know-how in auditing the safety and operation of production factories in the region had become insufficient. I put in place a framework that provided leadership, re-energised the auditing of factories, and helped develop auditors. I set up a functional audit team and its leadership. Audits were conducted bi-annually in factories in the region, until a competent and sustained audit capability was achieved (with a reduction in risks and operating costs).
